Once upon a time, in the kingdom of heaven ...

God had gone missing for six days. When Michael the archangel finally finds Him on the seventh day, He is resting. Michael is very curious to know where God has been. When he asks, God sighs a deep sigh of satisfaction and proudly points downwards through the clouds: "Look, Michael. Look what I have made."

Archangel Michael looks puzzled: "What is it?"

"It is a planet," replies God with infinite patience, "and I have created Life upon it. I am going to call it Earth, and it is going to be a great place of balance."

"Balance?" asks Michael, still confused.

"For example," explains God, "northern Europe will be a place of great opportunity and wealth, while southern Europe is going to be poor. Over there I have placed a continent of white people," and God points to one country, "while over there is a continent of black people. This one will be extremely hot and while this one will be very cold and covered in ice."

The Archangel is very impressed by God's work. At last he points to a small landmass, seemingly separated from all the others by all the mountains and deserts: "What is that one?"

"Ah," says God with great satisfaction. "That is California, the most glorious place on earth. There are beautiful beaches, deserts, streams, hills, and forests. The people from California are going to be handsome, modest, intelligent and humorous and they are going to be found traveling the world. They will be extremely sociable, hardworking and high achieving, and they will be known throughout the world as diplomats and carriers of peace."

Michael gasps in wonder and admiration, but then it hits him: "What about balance, God? You said there would be balance ...?"

Replies God wisely, "Wait until you see the idiots I put in Sacramento!"

[Sacramento is the regional capital of California, and thus the local seat of government - T]

i wasnt expecting that punchline. being a transplant in la (which i do not like at all), i dont find many people here modest or intelligent. at least not those who were born and raised here.
